Brexit: EU Member States’ Battle To Host UK-Based EU Agencies

Unic Press UK: The European Council is in receipt of 27 proposals [19 offers to host the European Medicines Agency (EMA) and 8 for the European Banking Authority (EBA)] in respect of 23 cities that will be hosting the European Union agencies that are currently domiciled in the United Kingdom.

The EMA and the EBA will be relocated as soon as the United Kingdom consummates its exit from the EU. The decision on future locations for the hosting of the EU agencies will be determined by an agreement between the member states of the European Union. The first step toward hosting any of the agencies ended yesterday, the 31st July 2017, with the submission of proposals by member states.

In relation to the European Medicines Agency (EMA), which is “responsible for the scientific evaluation, supervision and safety monitoring of medicines in the EU”, the cities that have proposed to host it as of 1 August 2017 included:

  • Amsterdam (The Netherlands)
  • Athens (Greece)
  • Barcelona (Spain)
  • Bonn (Germany)
  • Bratislava (Slovakia)
  • Brussels (Belgium)
  • Bucharest (Romania)
  • Copenhagen (Denmark)
  • Dublin (Ireland)
  • Helsinki (Finland)
  • Lille (France)
  • Milan (Italy)
  • Porto (Portugal)
  • Sofia (Bulgaria)
  • Stockholm (Sweden)
  • Malta (Malta)
  • Vienna (Austria)
  • Warsaw (Poland)
  • Zagreb (Croatia)

The 8 proposals received as of 1st August 2017 for the hosting of the European Banking Authority (EBA) – the agency that “works to ensure effective and consistent prudential regulation and supervision across the European banking sector” – was submitted by:

  • Brussels (Belgium)
  • Dublin (Ireland)
  • Frankfurt (Germany)
  • Paris (France)
  • Prague (Czech Republic)
  • Luxembourg-City (Luxembourg)
  • Vienna (Austria)
  • Warsaw (Poland)

A statement issued Tuesday by the European Council disclosed that the applications from the member states will be assessed on the basis of six criteria that had been adopted by the 27 member states, viz.

  • Guarantees that the agency will be operational when the UK leaves the EU
  • Accessibility of the location
  • Schools for the children of the staff
  • Access to the labour market and health care for the employees’ families
  • Business continuity
  • Geographical spread
